Disability is an impairment that may be cognitive, developmental, intellectual, mental, physical, sensory, or some combination of these. It substantially affects a person's life activities and may be present from birth or occur during a person's lifetime.

Disabilities is an umbrella term, covering impairments, activity limitations, and participation restrictions. Impairment is a problem in body function or structure; an activity limitation is a difficulty encountered by an individual in executing a task or action; while a participation restriction is a problem experienced by an individual in involvement in life situations. Disability is thus not just a health problem. It is a complex phenomenon, reflecting the interaction between features of a person’s body and features of the society in which he or she lives.

CMO of the District level hospital can issue the certificate if it is a permanent disability. Before this the person has to procure a disability certificate from the allotted government hospital ( Psychiatric unit)

UDID makes life easier for a person with disability. It has universal relevance as it is not applicable only in a state. It is easier to carry a card versus entire disability certificate and other documents. It has all details in from of a card. Example- extent of disability is simply coded by color strips. A person with less than 40% disability would have a card with a white stripe, 40 to 80% would have a card with yellow stripe and above 80% card with a blue stripe. The card has a unique number which if fed on the website would help an authority access all details.”

When someone turns 18, they become an adult and are expected to make the right to make decisions about their medical treatment, finances and life.In order to make these decisions binding (in a legal sense), the person with disability needs a legal guardian as he/she may not be competent to make decision and manage own finances, property etc

First and foremost a disability certificate needs to be procured as given in question number 4 After this guardianship has to be applied either through National Trust or through a court.

Generally IQ is static after the age of 16 years. Only in some cases, where deprivation is present (cultural, educational and lack of exposure, etc) after intervention of brief period, there may be a change in IQ.

In a sensitive society one would state with responsibility that the person with disability needs to live within the family and community after the parents are no more. However, with the shift from extended to the nuclear pattern of families, urbanization and small size of the nuclear family this dream sometimes does not turn true. Therefore assisted living in residential homes or within the community is an option. In these homes and centres persons with disability live under sheltered care of trained professionals and also their peer group. The selection of the centre needs to be done with utmost care and timely monitoring of the care is needed by the guardians.
